Tinkering with user.cfg file has no impact. If you switch your monitor to it BEFORE starting the game, it will work. 1024x768 is also the official max resolution. Game starts first time in montior resolution, but the mouse is restricted to 1024x768 upper left.

I do not know if it is the case for you with the 1024圆00 default definition you have. The default config system was loading a screen definition not compatible with by computer, and I had just a black screen or it was just going back to the desktop. I recall having the same problem with the game "Galactic Civilizations II".
